In July 2015, the Supreme Court directed all states and union territories to file status reports on the implementation of disability quotas mandated under the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995. The direction arose from a petition filed by the Justice Sunanda Bhandare Foundation, represented by advocate Ambar Qamaruddin.

The petition highlighted systemic delays in ensuring equal opportunities for differently-abled citizens, even two decades after the enactment of the law. The Court’s intervention emphasized the need for structured monitoring mechanisms and periodic reporting to ensure accountability by governments.
